I have just swapped my secondary display from a decade old Cintiq 21 UX which was a 1k display to a brand new a Cintiq Pro 24 which is 4K display. I just tested this to be sure and I'm typing this on a 1440p165 display which is showing a downscaled version of a 2160p30 TV next to it.I have a very similar issue. Choose it, and you should see that display go back to its native resolution, and the second display will now show what is obviously a downscaled version of it. However, you can then go back to the combined display and you should see the higher resolution of the better display available for selection. This will cause Windows to set both displays to the lower resolution. Once that is done, you want to duplicate the two displays, but the trick here is you must duplicate the higher resolution or higher refresh rate display to the lower, not the other way around. I believe AMD supports this too, but I don't have experience with setting that up. Select the two displays you want duplicated to different resolutions/refresh rates, and for each one make sure the scaling mode is set to GPU.
